Software from instrument manufacturers invariably only support a small subset of instruments from that particular manufacturer, so it's useless once you want to combine instruments from different manufacturers. You should be able to find them for your Keysight instruments, at least.

You should be able to find C# code samples on the NI and Keysight websites that you could translate to VB.NET. NET and VISA-COM bindings that you could use.
